Terminations and Closeouts — Two Big Words for Today’s Awards

During times of heightened federal budget cuts and loss of appropriations, recipients are experiencing terminations of grant awards. These terminations require the need to properly close out the awards after termination.

Federal agencies are reminded that they have discretion when awarding and terminating discretionary awards. They are also directed to review their Notices of Funding Opportunity (NOFOs) and award documents.

Abrupt changes are dramatically affecting recipients’ programs and research. What types of terminations and suspensions can be expected? What, in turn, happens to pending purchase orders, salaries, and contractual services for terminated awards? Because closeout routines must be completed, what lingering post-closeout adjustments and further disallowances could occur?

This webinar is for awarding agencies and nonfederal entities alike who need to plan for "discretionary terminations" and other terminations.

Karen Norris Karen Norris

She is an invited annual presenter at national conferences and regional training events, including the Grant Professionals Association, the National Grants Management Association, Management Concepts, the Maryland Governor's Grants Office, and others. Norris advises clients and conducts webinars, virtual classes, eLearning, and onsite grants training. The White House Conference on Aging published her white paper about health grants. Norris has provided testimony to the Maryland General Assembly supporting legislation about the de minimis indirect rate and has responded to information requests about the grants process from the U.S. Senate Subcommittee on Federal Financial Management. Norris has served as a federal reviewer for the U.S. Department of Education and the U.S. Department of Agriculture.

Program Knowledge Level Policy:

The sponsor assures that the program content and program level is appropriate for the intended participants. The knowledge level of the course must be specified so that participants can determine if the program is appropriate for their development needs. Knowledge levels consist of: basic, intermediate, advanced, overview and update. All programs must clearly identify prerequisite education, experience and advanced preparation. A course knowledge level of intermediate, advanced or update inherently has an education or experience prerequisite, which should be included in the program descriptive materials. Refund Policy:

If you are not able to attend for any reason, please notify us as soon as possible. Cancellations received 24 hours prior to the start time of the audio conference are fully refundable. After that, cancellations are subject to a $25 processing fee. If you prefer, you may substitute an upcoming audio conference for the one you originally registered for and avoid the $25 processing fee. All refunds resulting from cancellations will be issued within 72 hours.

Complaint Resolution Policy:
